Well, it boils down to this, a wardrobe malfunction. Seems a NEW rule this year does not allow a runner to have white stitching on their pants. Really Cup Commish, Really??? SHAME on you!!

If the race officials allowed the girls to participate and it created no competitive advantage, the race results should stand. The commission should be sued for violating their own code of fair competition. The Race officials are the ones that should be held accountable. The penalty does not match the offense in any way.
